“Worst” Kentucky (tied with #5 Wyoming for unclean public spaces) shows how human deadly and trash wasteful an American-based public regime allows itself to become [KY was #1 least clean state in 2011]. Along with leaders SOUTH DAKOTA and NEW MEXICO, this territory with polluted bluegrass commands a huge, east of Mississippi region---THE “third highest chance” for a person in America to DIE from a debris/litter-attributed, public roadway accident. Over 25 EACH YEAR are KILLED statewide—an increase of (average) 10 fatalities annually, compared to fewer deaths beforehand [http://www.free-press-release.com/news-new-mexico-america-s-deadliest-debris-caused-vehicle-accident-state-1390930826.html]. A study co-authored by the Pew Trust-Rockefeller Foundation rates the KY's Transportation Cabinet roadway maintenance efforts lagging far "behind most states.”
Kentucky also represents the USA's foulest on insufficiently recycling and not reusing solid waste. EVERY DAY, each Kentuckian throws away 8+ pounds of un-reused, un-recycled items--many needlessly ending up into incinerators that also, and often, spew out toxic coal ash.
The once “high corruption risk” Legislature based at Frankfort has yet to create a statewide anti-litter slogan campaign that could apply to public spaces found in 120 Counties and 418 recognized Cities. Nor has that public body had courage to adopt comprehensive recycling and containers deposits, proven to reduce litter volumes AND taxpaid removal expenditures. "Lame Duck," term-limited Governor Steve Beshear's (scroll down for picture) remains both the Scorecard’s (and Greenopia’s) #1 POOREST Democratic and non-Republican Party State Leader for Environmental Responsibility Reputation. Also, the Mayor of Louisville [Forbes 20 Dirty Cities http://www.forbes.com/pictures/mef45ilmk/16-louisville-ky/] recently (and stupidly!) gaffed in telling local media his was one of the “Greenest Cities” in America--yet another story bringing embarrassment to this polluted Bluegrass' reputation (and South Carolina, Nevada, Georgia, Indiana, too!) for bad governance and eco-laggardness.
